Inter-Caste Marriage Scheme in Delhi: the quick answer
The scheme that actually applies to a couple in Delhi is the Delhi government's own inter-caste marriage incentive of Rs 50,000, administered by the Department for the Welfare of SC/ST/OBC/Minorities and applied for at your area SDM office within two years of the marriage. The widely publicised Rs 2.5 lakh central scheme is a different matter and you should read the section on it below before building any plans around it: a Government of India notification dated 13 January 2023 stated that no applications would be entertained under the Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages with effect from 1 April 2023, the scheme having been merged into a centrally sponsored scheme, although the Dr. Ambedkar Foundation's own web page still describes it in the present tense. One condition runs through every version of this: the marriage must be registered. Without a marriage certificate there is no application to make.

Inter-Caste Marriage Scheme in Delhi explained clearly
The Rs 50,000 Delhi inter-caste marriage incentive - eligibility, the two-year window and the SDM application - plus the truth about the Rs 2.5 lakh central scheme that stopped accepting applications in 2023.
Read this before you read anything else about the Rs 2.5 lakh
Almost every page ranking for this subject tells you to apply for a central scheme worth Rs 2.5 lakh. We are not going to repeat that, because the position appears to have changed in 2023 and sending couples to a closed scheme is not a service.
The Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages was a Government of India scheme under which a couple where one spouse was Scheduled Caste and the other was not could receive Rs 2.5 lakh. A notification dated 13 January 2023 stated that the scheme would be merged into the centrally sponsored scheme for implementation of the Protection of Civil Rights Act, 1955 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, and that no applications would be entertained by the Dr. Ambedkar Foundation under the scheme with effect from 1 April 2023. Reporting since then has noted no allocation for the scheme in subsequent budgets, and inter-caste marriage incentives now appear as state-administered amounts under that centrally sponsored scheme, varying widely from about Rs 10,000 in some states to Rs 5,00,000 in Rajasthan.
The complication, and we would rather tell you about it than pretend it away, is that the Dr. Ambedkar Foundation's own web page still describes the scheme in the present tense and carries no closure notice. So there is a genuine conflict between a dated notification reported in the press and a government page that has not been updated.
Our position is therefore this: do not plan around the Rs 2.5 lakh. If you want to pursue it, the sensible step is to write to or visit the Dr. Ambedkar Foundation and ask directly whether applications are being accepted, and to keep the reply. What you should not do is pay anybody a fee to "apply" for it on the strength of a website that says it exists.
Meanwhile the Delhi scheme below is verifiable, live, and is what most Delhi couples should actually be looking at.
The Delhi scheme - Rs 50,000
The Government of NCT of Delhi runs its own incentive for inter-caste marriages through the Department for the Welfare of SC/ST/OBC/Minorities. The amount is Rs 50,000, and unlike the central position it is straightforward to verify on the department's own pages.
The eligibility conditions are specific, and the residency one catches people out. At least one spouse must be a permanent resident of Delhi. Where the non-SC spouse is from another state, the requirement is that their parents have resided in Delhi for the previous five years. The non-SC spouse must follow the Hindu religion, and must provide proof that their caste is not covered under the untouchability law in their home state.
Widows and widowers up to the age of 35 with no children are eligible. The marriage must be registered with the Registrar - this is not optional and it is the condition that decides whether you have an application at all. And the couple must produce proof of living together after the marriage when the incentive is released.
The time limit is two years from the date of marriage, which is more generous than the one year that applied under the central scheme - and it is a distinction that several websites get wrong by mixing the two schemes together.
Applications go, in the prescribed format and attested by a Gazetted Officer, to your area SDM office. The Department for the Welfare of SC/ST/OBC/Minorities then authorises the concerned District Collector to disburse the amount.
| Item | Position |
|---|---|
| Amount | Rs 50,000 |
| Who administers it | Department for the Welfare of SC/ST/OBC/Minorities, GNCTD; disbursed through the District Collector |
| Residency | At least one spouse a permanent resident of Delhi. If the non-SC spouse is from another state, their parents must have resided in Delhi for the previous five years |
| Religion condition | The non-SC spouse must follow the Hindu religion, with proof that their caste is not covered under the untouchability law in their home state |
| Widows and widowers | Eligible up to age 35, with no children |
| Marriage registration | Mandatory - the marriage must be registered with the Registrar |
| Time limit to apply | Within two years of the date of marriage |
| Where to apply | Area SDM office, in the prescribed format, attested by a Gazetted Officer |
| Core documents | Marriage certificate, caste certificate from the Deputy Commissioner's office, identity proof |
| At disbursement | Proof of living together after the marriage |
The errors on every page that currently ranks
We looked at what is ranking for these searches, and the level of misinformation is unusual even by the standards of this subject. If you have been reading around, you have probably absorbed at least one of these.
- "There is a Rs 5 lakh income ceiling." There is not. The income limit under the central scheme was removed in 2017, along with the requirement that the state government forward the proposal. Pages still publishing the ceiling are years out of date
- "You can get Rs 5 lakh." That figure is Rajasthan's state amount. It is not a central entitlement and it is not what a Delhi couple receives
- "Apply for the Rs 2.5 lakh central scheme through Delhi's e-District portal." This conflates two different schemes. The e-District service relating to incentives for inter-caste marriages is the Delhi Rs 50,000 scheme, not the central one
- "Apply within one year." That was the central scheme's limit. The Delhi scheme allows two years, and using the wrong one may cost you an application you were still entitled to make
- "The scheme is open, apply now." The 13 January 2023 notification reported that no applications would be entertained from 1 April 2023. Pages published in 2025 and 2026 still carry "apply now" framing
- Presenting the central and Delhi schemes as a single thing with one set of rules. They have different amounts, different eligibility, different time limits and different application routes
The condition that decides everything: registration
Whatever scheme you are looking at, central or state, one requirement is common and non-negotiable. The marriage must be registered. A temple photograph, an Arya Samaj certificate or a nikahnama is not a marriage certificate, and an application without a government certificate is not an application.
This is where most couples who come to us on this subject actually are. They married two years ago in a mandir, they have the mandir's certificate, and they have just discovered there is an incentive they may be eligible for. The scheme is not their problem. The registration is.
In Delhi, registration is done by the Sub-Divisional Magistrate of the sub-division where either of you resides. The Revenue Department publishes a fee of Rs 100 for registration under the Hindu Marriage Act, applications received between 9.30 a.m. and 1.00 p.m. on working days, and a response normally within about 15 days. Under the Delhi (Compulsory Registration of Marriage) Order, 2014 the application should be made within 60 days of the ceremony at a fee of Rs 200, with condonation of delay available at Rs 500 under Order 6 where that window has passed.
Note how the two clocks interact, because it is the single most useful piece of planning on this page. The Delhi incentive has a two-year window from the date of marriage. Registration itself has a 60-day window with condonation available afterwards. A couple who married eighteen months ago and has not registered still has time - but not much, and the registration has to happen first. Leaving it to month twenty-three is how people miss both.
Our registration pages cover each route in detail, and our SDM office page sets out which sub-division you now fall in - which matters this year, because Delhi was reorganised on 1 January 2026 from 11 revenue districts to 13, and sub-divisions from 22 to 39.
Documents you will need
The scheme documentation sits on top of your marriage documentation, and the commonest reason an application stalls is not a missing scheme form - it is that the underlying documents disagree with each other on a name or a date of birth.
- The registered marriage certificate issued by the SDM - not a mandir certificate, a nikahnama or a church record
- Caste certificate for the Scheduled Caste spouse, from the Deputy Commissioner's office
- For the non-SC spouse, proof of religion and evidence that their caste is not covered under the untouchability law in their home state
- Identity proof for both spouses
- Proof of permanent residence in Delhi for the qualifying spouse; where the non-SC spouse is from another state, evidence that their parents have resided in Delhi for the previous five years
- Age proof for both
- The application in the prescribed format, attested by a Gazetted Officer
- Bank account details for disbursement
- Proof of living together after the marriage, produced at the time the incentive is released
- Where either spouse is a widow or widower: the death certificate of the former spouse, and evidence relevant to the age and no-children conditions
- Photographs as required by the prescribed format
How to apply, step by step
The process is administrative rather than legal, and most of the difficulty is in the preparation rather than the filing.
- Register the marriage first if it is not already registered, and obtain the certificate. Nothing else can proceed without it
- Obtain the caste certificate for the SC spouse from the Deputy Commissioner's office if you do not already hold one - this has its own process and its own timeline, so start it early
- Assemble the residence evidence, and where the non-SC spouse is from another state, the evidence relating to their parents' five years of residence in Delhi
- Obtain, for the non-SC spouse, proof that their caste is not covered under the untouchability law in their home state
- Check every document against every other one for consistency of names, dates of birth and addresses before anything is submitted
- Complete the application in the prescribed format and have it attested by a Gazetted Officer
- Submit at your area SDM office, within two years of the date of marriage
- Keep an acknowledgement, and keep copies of everything you submitted
- Be ready to produce proof of living together when the incentive is released
Being realistic about this
Two honest observations, because we would rather you have accurate expectations than an encouraging page.
The first is about take-up. Under the central scheme, the numbers were always small - a few hundred couples a year nationally, well below the target. That was not because couples were ineligible; it was largely because the process was unfamiliar, the documentation was demanding, and awareness was low. The lesson for you is not that it is hopeless but that it rewards proper preparation, because incomplete applications are where these things die.
The second is about what an incentive is for. These schemes exist to support social integration, and they are a genuine entitlement for couples who qualify. But they are not a reason to marry, they are not fast money, and disbursement follows verification rather than preceding it. Anyone offering to get you the incentive quickly for a fee is selling you something that does not work like that.
It is also worth saying that eligibility is narrower than the headlines suggest. The religion condition on the non-SC spouse, the five-year residence condition on their parents where they are from another state, and the requirement to prove that their caste is not covered by the untouchability law in their home state all exclude couples who assume from a news headline that they qualify. Read the conditions against your own facts before investing time in it.
If you do qualify, it is worth having. Rs 50,000 is a real amount, the application is administrative rather than adversarial, and the main thing standing between most couples and it is a marriage that was never registered.
Where we fit
We are not a scheme agent and we do not charge people to fill in government subsidy forms. What we do is the part that is actually blocking most couples: the marriage registration.
That means the route advice - Hindu Marriage Act, Special Marriage Act or the Delhi Order, depending on your facts - the document pre-check that catches the name and date mismatches before they reach the SDM, the affidavits, the ceremony evidence, the correct sub-division under the reorganised district map, the condonation application where the marriage is more than 60 days old, filing inside the morning window, and following up until the certificate is issued.
Once you have the certificate, the scheme application at the SDM is something most couples can do themselves, and we will tell you that rather than manufacturing work. Where you want help with the assembly and consistency of the file, we can do that too, and we will quote it separately from the government side - which for the scheme itself costs you nothing.
On the central Rs 2.5 lakh scheme specifically: we will not take money to apply for it. If you want to pursue it, ask the Dr. Ambedkar Foundation directly whether applications are being accepted and keep the reply. That is free, it is the only way to resolve the conflict between the notification and the website, and it takes a letter.
The document review is free and confidential. Send photographs of your marriage documents, both identity proofs and the caste certificate if you have one, and you will get a straight answer on whether registration is your blocker and what it will take.
A note on how to read this page
This is general information about inter-caste marriage incentive schemes as they stand in 2026, not advice on your case, and not a guarantee that you will receive anything.
Government schemes change, are merged, are discontinued and are occasionally revived, and departmental web pages are not always updated when they do. The central position described above rests on a notification dated 13 January 2023 as reported, set against a Dr. Ambedkar Foundation page that still describes the scheme as operating. We have set out both rather than choosing one, because you are entitled to know that the position is unclear.
The Delhi scheme details come from the Delhi SC/ST Welfare Department's own material. Amounts, conditions and formats can still change, so confirm the current position at your area SDM office or with the Department for the Welfare of SC/ST/OBC/Minorities before relying on any figure here.
What will not change is the precondition. Whatever scheme applies, the marriage has to be registered, and if it is not, that is the thing to fix first.
Frequently asked questions
Is the Rs 2.5 lakh inter-caste marriage scheme still running?
Treat it as closed unless you confirm otherwise directly. A notification dated 13 January 2023 stated that no applications would be entertained under the Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages with effect from 1 April 2023, the scheme having been merged into the centrally sponsored scheme for the PCR Act 1955 and the SC/ST (Prevention of Atrocities) Act 1989. Complicating this, the Dr. Ambedkar Foundation's own page still describes the scheme in the present tense with no closure notice. Do not plan around the money, and do not pay anyone a fee to apply for it.
What does a Delhi couple actually get?
Rs 50,000 under the Delhi government's inter-caste marriage incentive, administered by the Department for the Welfare of SC/ST/OBC/Minorities and disbursed through the District Collector. You apply at your area SDM office, in the prescribed format attested by a Gazetted Officer, within two years of the date of marriage.
Is there an income limit?
No. The Rs 5 lakh income ceiling that many websites still quote was removed in 2017, along with the requirement that the state government forward the proposal. Any page still publishing that ceiling is years out of date.
I read that you can get Rs 5 lakh. Is that true in Delhi?
No. Rs 5,00,000 is Rajasthan's state amount. Inter-caste marriage incentives are now state-administered under a centrally sponsored scheme and vary widely - roughly Rs 10,000 in some states up to Rs 5,00,000 in Rajasthan. In Delhi the amount is Rs 50,000.
What are the eligibility conditions for the Delhi scheme?
At least one spouse must be a permanent resident of Delhi; where the non-SC spouse is from another state, their parents must have resided in Delhi for the previous five years. The non-SC spouse must follow the Hindu religion and provide proof that their caste is not covered under the untouchability law in their home state. Widows and widowers up to age 35 with no children are eligible. The marriage must be registered, and proof of living together is required when the incentive is released.
How long do we have to apply?
Two years from the date of marriage under the Delhi scheme. Note that the central scheme's limit was one year, and several websites mix the two up - which can cost you an application you were still entitled to make. Do not rely on a one-year figure for the Delhi scheme.
Do we have to be registered to apply?
Yes, and this is the condition that decides most cases. The marriage must be registered with the Registrar. A mandir certificate, a nikahnama or a church record is not a marriage certificate. If you married in a temple or at an Arya Samaj mandir and never registered, the registration is your blocker, not the scheme.
We married in a mandir two years ago and never registered. Are we too late?
Possibly not, but move now. The Delhi incentive runs two years from the date of marriage, and the registration has to happen first. Registration itself is not time-barred - Order 6 of the Delhi Order 2014 allows condonation of delay at Rs 500 where the 60-day window has passed - but the scheme clock is real. A couple at month eighteen has room; a couple at month twenty-three usually does not.
Where do we apply?
At your area SDM office, in the prescribed format and attested by a Gazetted Officer. Note that Delhi's revenue districts were reorganised with effect from 1 January 2026 - 13 districts and 39 sub-divisions now, where there were 11 and 22 - so confirm which sub-division your address falls in rather than relying on an older list.
Can we apply through the e-District portal?
The Delhi e-District system carries a service relating to incentives for inter-caste marriages, and that is the Delhi Rs 50,000 scheme. Be aware that several websites tell readers to apply for the central Rs 2.5 lakh scheme through e-District - that conflates two different schemes with different amounts, eligibility and time limits.
What documents do we need?
The registered marriage certificate; a caste certificate for the SC spouse from the Deputy Commissioner's office; for the non-SC spouse, proof of religion and evidence that their caste is not covered under the untouchability law in their home state; identity and age proof for both; residence evidence; the application in the prescribed format attested by a Gazetted Officer; bank details; and proof of living together at the time of release.
Does the non-SC spouse have to be Hindu?
Under the Delhi scheme as published, yes - the non-SC spouse must follow the Hindu religion and must provide proof that their caste is not covered under the untouchability law in their home state. This condition excludes a number of couples who assume from headlines that they qualify, so read it against your own facts before investing time.
Are widows or widowers eligible?
Under the Delhi scheme, yes - up to the age of 35 and with no children. You would need the death certificate of the former spouse and evidence relevant to the age and no-children conditions.
Can a second marriage qualify?
The central scheme required it to be the first marriage of both parties. For the Delhi scheme, the published conditions address widows and widowers specifically, and beyond that this is a question to put to the SDM office or the Department with your actual facts rather than to assume from a general page.
How long does disbursement take?
There is no published guarantee, and anyone quoting you a date is inventing it. Disbursement follows verification rather than preceding it, and the incentive is released after proof of living together is produced. Realistically, treat this as a matter of months rather than weeks, and treat the application quality as the main variable you control.
Should we pay an agent to get the incentive?
Not for the scheme application itself, which is administrative and which most couples can complete once the marriage is registered. Be especially wary of anyone taking a fee to apply for the central Rs 2.5 lakh scheme, given that applications were reported as not being entertained from 1 April 2023. Where you may reasonably want help is the marriage registration, which is the actual blocker for most couples.
How can we find out for certain whether the central scheme is open?
Ask the Dr. Ambedkar Foundation directly, in writing, and keep the reply. That is the only way to resolve the conflict between the reported January 2023 notification and the Foundation's own page, which still describes the scheme in the present tense. It costs a letter and it is free.
Is there a separate scheme if both spouses are SC?
The inter-caste incentive is directed at marriages between a Scheduled Caste person and a person who is not, which is the whole basis of it. Where both spouses are SC, this particular incentive is not the relevant one, and any other welfare entitlement would be a separate question for the Department.
Does the caste certificate have to be from Delhi?
The Delhi scheme requires a caste certificate from the Deputy Commissioner's office. Where a certificate was issued in another state, how that is treated is a question to put to the SDM office with your documents, and it is one worth resolving before you submit rather than after.
What if our names are spelled differently on different documents?
Fix it before applying. A caste certificate in one spelling, a marriage certificate in another and an Aadhaar in a third is the commonest reason these applications stall - and it is also what will hold up the marriage registration if that is still pending. It is fixable at the source, and it is far cheaper to fix before submission than after.
Can we apply if only one of us lives in Delhi?
At least one spouse must be a permanent resident of Delhi, so yes in principle. Where the non-SC spouse is from another state there is an additional condition - their parents must have resided in Delhi for the previous five years - which is the part couples most often do not expect. Check it against your facts early.
Is the incentive taxable?
That is a tax question rather than a marriage-registration one, and it depends on the character of the receipt and your overall position. Ask a chartered accountant rather than relying on a general page - and be sceptical of any site that answers this confidently without knowing your circumstances.
Do we need a lawyer for this?
For the scheme application, no. It is an administrative filing at the SDM office, and once the marriage is registered most couples can complete it themselves. Where people genuinely need help is the marriage registration - the route, the documents, the consistency check and the filing - which is what we do.
What should we do first?
Check three things. Whether your marriage is registered, and if not, get that moving today, because everything depends on it. Whether you actually meet the Delhi conditions, particularly the residence and religion conditions on the non-SC spouse. And how long ago the marriage was, against the two-year window. Those three answers tell you whether this is worth pursuing at all.
What should we send you?
Photographs of your marriage documents - the certificate if you have one, or the mandir certificate if that is all you hold - both identity proofs, the caste certificate if you have it, and the date of the marriage. That is enough for us to tell you whether registration is your blocker, how long it will take, and whether you are still inside the scheme's two-year window.
